1. Noel Devine, West Virginia (JR) — Bye Weeks — 4, 12 — No. 24 overall RB
It's hard to consider 1,289 yards and four scores a disappointment, but to some owners, Devine didn't quite meet expectations last year. The junior enters 2009 with something to prove, especially with Pat White out of eligibility. Although the Mountaineers want to throw more, Devine is the most proven commodity on the offense and should approach 250 carries. Fantasy owners could live with 1,289 yards once again, but would like to see the Florida native find the endzone more often. Although Devine burned some owners last year, he still has the talent to produce 1,350 yards and 10 scores. Fantasy owners should consider Devine a solid RB2 in 2009.

2. Victor Anderson, Louisville (SO) — Bye Week — 2 — No. 39 overall RB
With an unsettled quarterback situation, the Cardinals plan to lean heavily on Anderson this season. However, it's going to be a year full of question marks for this offense. None of the quarterbacks on the roster has thrown a pass in a Louisville uniform, while the offensive line loses the dependable Eric Wood and George Bussey. With three new starters taking over up front and an unsettled quarterback situation, Anderson could find running room difficult. Last year, the redshirt freshman notched five 100-yard games and earned Big East Rookie of the Year honors. Although there are question marks, Anderson should see more carries and inch closer to 10 rushing touchdowns in 2009.

3. Jordan Todman, Connecticut (SO) — Bye Weeks — 5, 11 — No. 55 overall RB
Replacing Donald Brown is no easy task, but the Huskies have two solid options in Todman and Andre Dixon. Todman flashed potential in limited action last year, rushing for 296 yards and three scores, along with tallying 363 yards on kickoff returns. Todman showed he can be a weekly threat for 100 yards if given an opportunity, rushing for 81 yards against Virginia, 78 against Syracuse and 62 against Buffalo. With a new uptempo offense, the Huskies may not rely as much on the ground as they did last year. However, if Todman holds off Dixon for the bulk of the carries, look for him to gain 1,000 yards.

4. Mike Ford, South Florida (JR) — Bye Weeks — 6, 10 — No. 59 overall RB
The word surrounding Ford is potential. In his freshman season, Ford rushed for 645 yards and 12 touchdowns, but failed to capitalize on that potential in his sophomore year. Although he didn't quite meet expectations last year, Ford has the chance for a rebound in 2009. However, the Bulls lose four starters on the offensive line. A nagging ankle injury didn't help Ford's struggle last year either, but with a full offseason to get healthy, along with losing 20 pounds, hopes are high that Ford is finally ready for his breakthrough season.

5. Kordell Young, Rutgers (JR) — Bye Weeks — 6, 10 — No. 93 overall RB
Young didn't exactly make Scarlet Knight fans forget about Ray Rice last year, as the junior rushed for 554 yards and five scores, while battling more knee issues. The junior missed spring practice while recovering and there is no guarantee he will be 100 percent when the season kicks off. When Young has played, he has performed rather well, rushing for over 78 yards in every game he received over 20 carries last year. If Young proves he is 100 percent, he should be worth a RB3 or RB4 slot. The Scarlet Knights have the Big East's top offensive line returning and whichever rusher wins the job - Young, Joe Martinek, Jourdan Brooks or possibly freshman De'Antwan Williams - could have a huge season.

6. Dion Lewis, Pittsburgh (FR) — Bye Weeks — 9, 12 — No. 96 overall RB
Replacing LeSean McCoy's 2,816 rushing yards won't be easy. However, the Panthers think they've got a gamebreaker in Lewis. The (maybe a little generous) five-foot-eight freshman enrolled early and participated in spring practice, taking a lead over Chris Burns, Shariff Harris and Kevin Collier. Although Lewis or the winner of the Pittsburgh starting running back spot won't have the same value as McCoy, expect plenty of carries with a suspect passing game. Lewis is still an unknown commodity and his size could be a concern over the full season. However, he's a solid sleeper candidate and worth a late-round gamble.

7. Andre Dixon, Connecticut (SR) — Bye Weeks — 5, 11 — No. 103 overall RB
One year after rushing for 828 yards and three scores, Dixon battled injures, then got into Randy Edsall's doghouse and finished with a lackluster 37 yards. The senior hopes to put the bad memories of 2008 in the rearview mirror and finish his career with a strong season. Sophomore Jordan Todman leads the race to replace Donald Brown, but Dixon will have plenty of opportunities for carries. Dixon and Todman have proven to be capable backs and the winner of this battle is worth a roster spot in all league formats.

8. Delone Carter, Syracuse (JR) — Bye Week — 7
Despite the loss of Curtis Brinkley, the Orange are in good shape at running back. Carter didn't play much in the second half of last year, after missing all of 2007 due to a hip injury. However, if Carter can find the form that watched him rush for 713 yards and four scores, he could be a threat to top 1,000 yards. Perhaps the biggest concern about Carter regards the offensive line and quarterback position. The Orange have three starters returning up front, but need to find the right pieces. Ryan Nassib is expected to be the starter, but he doesn't have a snap of collegiate experience. If Nassib can't get it going through the air, will Carter be able to find any room on the ground?

9. Jacob Ramsey, Cincinnati (SR) — Bye Weeks — 6, 12
The Bearcats have plenty of options to choose at running back this season and heading into fall camp, there is no clear cut No. 1 choice. Ramsey led the team with 664 yards last year, but his carries dropped off to John Goebel in the final three games of the year. No Bearcat rusher went over the 100-yard mark last season and with 10 new starters taking over on defense, the offense will have to carry the load early on. Don't be surprised if Ramsey bounces back to have a nice season, but Goebel and rising sophomore Isaiah Pead will cut into his workload. If you have to draft a Bearcat running back, be sure to grab all three.

10. John Goebel, Cincinnati (JR) — Bye Weeks — 6, 12
Goebel seemed to assume the top spot in the backfield at the end of last season, outcarrying Jacob Ramsey in each of the last three games. The Michigan native led the team with seven rushing touchdowns and was just behind Ramsey in yards. There's no guarantee which Bearcat rusher will be the workhorse in 2009 and there's a good chance Goebel, Ramsey and Isaiah Pead split carries once again. However, if one can win the job and get 20-25 carries, they could be worth a waiver wire pickup in your league.

11. Antwon Bailey, Syracuse (SO) — Bye Week — 7
Bailey made the most of his limited work last year, rushing for 126 yards and one score on 16 carries against Notre Dame. His 16 carries against the Irish were nearly half of his season workload, as he notched 33 carries for the entire year. The Orange enter 2009 with a quarterback taking the first snaps of his collegiate career and an unsettled offensive line. However, expect Bailey and Delone Carter to see plenty of work. If one can break out into a solid 25 carry option week, they will end up as a solid waiver wire pickup. However, if you have to draft Bailey, be sure to draft Carter as a handcuff.
