1. Jake Locker, Washington (SO)
Pressure is mounting on Washington head coach Tyrone Willingham to produce a winner now and if the Huskies are going to reach a bowl game in 2008, it will rest on Locker’s right arm and legs. In a terrific debut season, Locker rushed for 986 yards and 13 touchdowns, while passing for 2,062 yards and 14 touchdowns. The sophomore needs to work on his passing accuracy and controlling turnovers, but he’s among the top 20 fantasy quarterbacks in college football.

2. Willie Tuitama, Arizona (SR)

2007 was a year of change for Tuitama and the Wildcat offense. After struggling to put points on the board in 2006, head coach Mike Stoops hired Sonny Dykes away from Texas Tech to be his offensive coordinator. Dykes brought a wide-open passing game to Tucson and the results were positive. Tuitama threw for 3,683 yards and 28 touchdowns, including a five touchdown, 510 passing yards against Washington. With the senior entering the second season in Dykes’ offense, look for his numbers to improve and to be one of the top 20 fantasy quarterbacks.

3. Mark Sanchez, USC (JR)
An injury to John David Booty allowed Sanchez to gain significant experience last season. In three starts, Sanchez threw for seven touchdowns and 642 yards. The Trojans have experienced plenty of success in terms of developing quarterbacks under head coach Pete Carroll and Sanchez should be no different.  The junior has the talent to be a top 20 fantasy quarterback in 2008, but will likely experience a few growing pains along the way.

4. Rudy Carpenter, Arizona State (SR)

Due to sluggish offensive line play in 2007, the Sun Devils are hoping a slight change in offensive philosophy will help keep Carpenter off the ground in 2008. Head coach Dennis Erickson is implementing more spread looks and searching for ways to get the ball out of the senior’s hands a little faster. Assuming Carpenter stays healthy and doesn’t take a pounding in 2008, he should be a solid fantasy backup.

5. Gary Rogers, Washington State (SR)
New head coach Paul Wulff is installing a no-huddle, spread attack and Rogers is a sleeper at the quarterback position. Although his experience is limited, Rogers stands an impressive 6’6” and is noted for his strong arm. With receiver Brandon Gibson returning for his senior year, the Cougars should post 35-40 passing attempts per game – while running up the tally on the scoreboard. Consider Rogers a late round sleeper for your roster.

6. Nate Longshore, California (SR)
2007 was a year Longshore and the Golden Bear coaching staff would like to forget. After tossing 24 touchdowns and 3,021 yards in 2006, Longshore was considered one of the rising quarterbacks in college football – but 2007 was a completely different story. A leg injury suffered against Oregon seemed to takeaway Longshore’s confidence and the quarterback was eventually benched in the Armed Forces Bowl against Air Force. Longshore and Kevin Riley are battling for the starting nod and the winner should deserve spot start consideration among fantasy owners.

7. Ben Olson, UCLA (SR)
Despite coming to UCLA as a five-star recruit, Olson’s career has been a disappointment. In three years, Olson has thrown 12 touchdowns to 11 interceptions and can’t shake the injury bug that has plagued him the past couple of years. New head coach Rick Neuheisel will be charged with improving the Bruin offense and if Olson can stay healthy, he figures to improve under Neuheisel and offensive coordinator Norm Chow. However, he’s too big of a risk to draft on your fantasy roster.

8. Nate Costa, Oregon (SO)
Injuries were a major factor in the Oregon quarterback rotation last season. Not only did Dennis Dixon and Brady Leaf suffer injuries, but Costa suffered a torn ACL in October, preventing him from playing in 2007. The sophomore is the leader for the Ducks’ starting quarterback spot, but will face competition from Justin Roper, Chris Harper and Darron Thomas. Hold off on drafting Costa or any of the Duck quarterbacks until a starter is named.

9. Justin Roper, Oregon (SO)
Injuries forced the Oregon coaching staff to turn to Roper a little earlier than they probably anticipated. Despite his inexperience, the sophomore performed well and led the Ducks to a 56-21 Sun Bowl victory over South Florida. Roper and Nate Costa will continue to battle for the starting spot in the fall, but fantasy owners would be wise to avoid this situation until it is settled.

10. Lyle Moevao, Oregon State (JR)
Moevao heads into the 2008 season battling Sean Canfield for the starting quarterback position. Moevao started the final four games of the 2007 season and while his passing numbers weren’t impressive, the junior was 4-0 as a starter. Unless Moevao has a huge start to the 2008 season, consider him only a spot starter.
